In theory, no. R0B0's one spun the pistons on a normal HPZ, and the rest had them attached statically to the chassis and wired as an SnS to spin up.

Actually, I used the NCR glitch to make my chassis spin. The drive motors still rotated the robot, but they did not move since they were attached to an axle mount.

And you do not need wheels for a TF. I've built working helicopters before in RA2.
