Pretty sure one of the rules essentially says that it won't start until he has 16, 24, or 32 entries

I've just held a tournament with AW's plus I held one late last year also so people already have AW's they could enter which means 16 should be an easy number to reach if a deadline is given. If he doesn't get 16 by then he can use bye-bots.
