I would agree that the Engie has the lowest skill floor, but still not too far from Pyro and Heavy. Keep in mind though he only becomes cheap when you let him. Setup time is what usually kills him.
Yes- on their own they're basically cannon fodder, but if you give them time, a sneaky Engi can quickly become one of the most annoying opponents you can face.
So basically you are complaining because people are good at the game aka better than you.
No, that's not what I said at all. I was referring to how the success of an Engi typically depends on the time they have to build and strategic place their buildings.

Engie is 300x more strategic than Heavy, of which almost the ONLY way to play is w+m1.
Hmm... maybe you're right. Besides, heavy is made to be simple since he isn't very intelligent. :P

To be honest, in my opinion Engineer is the Cheapest class. You just build a sentry and it does most of the job. Sometimes you have no chances to get rid of them if there are too many of them.
