1. Is it possible to invert a hoverbot? Does RA2's coding allow it?
2. What happens if you do? Does it float upside down or faceplant into the ground?
3. How do I make the hover engine work? (Yes I've been here for this long and never bothered to figure it out)

Yep. Span fine. If it's any consolation it's manage to cast doubt on the testing i've done regarding hoverbots.
