Online play in ra2 is possible but not worth it. Terrible lag, crashing. It's awful.

Online play.. There is gameranger but the lag is so bad that it makes it unplayable
You can try if you have a Nvidia card (GTX 650 and higher, i think) gamestream. But you need bot from the opponent and bind ithe controles different than yours (bassicly it acts like you are playing with opponent side-by-side)
But as reier said. It is just not worth it!

that being said, our alternative is AI tournaments. Sign up for one in the tournament section of the forum (read the rules), and you basically send a bot to the host who AIs it and makes it fight the opponent's bot. They record the fight and put it on youtube or whatever. It's not as much fun as driving it yourself but it's all we have really.

hold on what about hamachi? i swear i keep seeing that mentioned in nearly every multiplayer related topic at least once

using hamachi or gameranger are main ways to play online, and both of those are as bad as I mentioned above. I've played in matches with 15s lag. It's almost impossible to play unless you're the host.

well i played online earlier on that hamachi with one of my mates and there was almost no lag apart from one match, could it be due to the location of players? eg:uk and usa

The host sees much less lag than the other participants.

Again, I'm afraid AI tournaments are your best bet.

Connections are actually Ok if you're connecting to someone who is relatively close by.

basically if i try to play with anyone outside of my country (uk) then the lag just screws the game up before it even begins........starting to sound a lot like what it was in ra3 not being able to play with anyone outside the uk

(edit) thanks for all this info on multiplayer though, nice to see that on here people are willing to help when your in need
