PhotoShop CS3 Extended Problem!

i have photoshop, but one tool that i use a lot; the motion blur tool doesn't work well!
 it is stuck at the las settings i last used; 45 degrees 20 pixel length.
when i try to change ithe settings it encounters a problem and needs to close!:vista:
how do i solve this problem:?:

Uninstall/Reinstall......If that doesn't work then kick heck out of your comp.....if that doesn't work call microsoft and cuss them out for making Windoze Vista, then kick heck out of you comp again....problem solved!

Some of the tools options are saved in other folders. Only Uninstall/Reinstall of the Photoshop will not help. With uninstalling you need to delete the main Photoshop folder and any other folders with "left-overs" that Photoshop created. So, not just Uninstall, delete this left-over folders with probably tools config stuff, surch in you account folder in windows for Photoshop folders too. This must help...

try disabling the AltiVecCore plugin and see if that solves it.

remove it from the plugins folder. make sure to keep a backup of it.
