So I recently got around to putting Robot Arena 2 on my new computer - Dell Vostro 3550 (I think it's a 3550, don't have it in front of me ATM) that runs Windows 7.  But I've found RA2 crashes a heck of a lot when I'm dragging the slider bar on any selection menu (importing a bot, importing a skin, picking a robot for an Exhibition match). Actually it seems like literally anything I do outside the botlab crashes it, sometimes when I'm in the Team HQ hub not even moving the mouse, it crashes - the only safe places are the bot lab and during matches. 
 
What happens is, the game screen shifts slightly down and to the right, (It's not fullscreen) and I get the dreaded teal pinwheel.  The window greys out and it says "Robot Arena 2 (Not Responding)" in the header.  It never un-freezes, I always have to force quit when this happens.  Sometimes it crashes the entire system and I have to hit the power button and restart.
 
I know this is a vague description of the issue, but I'm hoping there's a common fix.  Any help would be appreciated, this is really interfering with replica building, and causing me to throw things and punch walls.

You mean the directory?
 
C:/Program File/Infogrames/Robot Arena 2 DSL
 
I saved all my Robot Arena 2 stuff to one of theose Verbatim drives, and imported it all onto my new computer.

Well, I literally have no informed advice for you. From experience though, I always just have my Infogrames folder on my desktop and it works fine with Windows 7.

Could it have anything to do with the mysterious "Prgram Files x86" folder?  Whenever I download a new program, the computer wants to send programs there by default.  And it wouln't let me delete the folder.

Unless you run RA2 from a desktop based folder windows 7 gets indegestion when it tries to run RA2. Stick it on the desktop and try. I personally keep my RA2 in the "downloads" folder in widows 7.

I had this problem for a short bit too...

Note: I run my RA2 stuff from my non x86 program files folder.  I also have Win7 Pro 64 Bit.

My game didn't like launching into window mode.  I had to open the .cfg file and change it so that it opened to full screen first, then I would change it to window mode if needed (which I have to for screenshots... it wont take screenshots in full screen mode)

I also found that Kaspersky Antivirus liked scanning this OLD game like crazy.  I went into my AV program and added RA2 to the trusted applications so that it would leave it the heck alone.

After I changed the .cfg to open RA2 in fullscreen it hardly crashes at all.  In my case, it seems my machine just likes it better that way.

This happened to me, and I like to call it a "timespan" error.
You have a limited timespan to load something usually, otherwise the game WILL crash.

Can I put the Inforgrames folder onto the desktop (with the the RA2 folder within it)?  I have several versions of RA2 and I want to keep them together if possible.

You must have a 64 bit OS.  The regular Program Files folder is for 64 bit programs, and the x86 Program Files is for 32 bit programs.  Most programs (especially old ones) are 32 bit which is why Windows wants to install to the x86 folder.  Running a 32 bit program in 64 bit mode could cause issues which would be my guess to the source of your problems.  Put the Infogrames folder in the x86 folder (or anywhere except in regular Program Files, really) and see if it works.

I'm using the download version, and mine crashes anywhere except matches(but I have to get there first) and the lab except the wiring section.

If it just happens sometimes, it's pretty normal. If it's very very regular you may want to try downloading another copy and trying that.
