I am having an Issue, I have downloaded and extracted the files as stated above however when I go to launch the .exe the game instantly crashes. I am running windows 7 64bit. is this a comparability Issue or am I missing a step?

Try copying your folder over to another PC of yours, so we can see if it's a problem with the PC you're using now or a problem with your install. Good luck fixing it!
I know, but maybe he can use a friend's PC temporarily if they live close or whatever. You could even use a virtual machine I guess, or install Win 98 on a new partition for the authentic RA2 experience.
