Title: incomplete unpack?

it looks like the unpack is failing? missing .exe at a minimum, probably more.

troubleshooting already done:
same result every time. running windows 10. any help would be appreciated

What is this? A mod? If it is, just place it in your RA2 folder over whatever you already have in there.

Looks like he's just trying to download RA2.

Can you tell us what download link you are using, and what "unpacker" you are using (we recommend winRAR)?

My first thought is that you could check the contents of the zipped file to see if the .exe is there. If so, simply try dragging and dropping the files instead of extracting.

you didn't finished that download. try redownloading.

it did that to me lately.

Is your internet stable? This happens to me if my internet cuts out at all during download.

Have stable Internet, 
Tried to DL several times
tried winrar and 7zip (both free from the windows store.)

Tried to look into the .rar file, but i just get prompted to extract, no option to browse :/ not sure if this is incompetence on my end or what

It's not you being incompetent. It's most likely that internet or the server cut while downloading, so you had an incomplete rar archive.

Remove your previous downloads, download it again.

I downloaded the whole RA2 yesterday from that link, however, the first download was incomplete like yours.
