It depends. Some hats finish off item sets, so you could get bonuses there. I for one, am collecting weapons to craft a Familiar Fez to finish off the Saharan Spy set.

Incorrect. Although that would be useful, what it does do is reduce your decloak sound volume, but make your Cloak's blink time longer by half a second. In response to your second question:

Best way to go - don't care about hats until you have all the weapons you want. Then the hats seem to come a lot faster. Pretty happy with all the hats I have now, especially my range of Pyro stuff ^_^
