Agreed!

-Plus several stickies on the forums (example: on the Technical Support, a sticky with LURK MORE)

-And possibly a "admin allowed registration" system for avoiding spam bots.

Noobs can only choose to read Threads.

The title of the PM should be READ THIS IN 2 DAYS OR BE BANNED!
To give them incentive. That will make them learn the rules.

Daleksec7, its no good sending me a message chalenging me to a game if i cant send you a reply saying that im on my holiday and that im on a phone that has the net, and that id challenge you on monday aslong as you dont record it without my permission, okay!
