Question on custom skins

So, if I used, say, a custom-skinned blade or hammer (no extra buffs/debuffs added, just cosmetic changes) then would it still be able to be used in a tournament?

It depends on the host, you should ask them. Most allow it though.

As long as you make a new component that doesn't overwrite the old one and has no stat changes, it should be allowed.
Most hosts won't go as far as making the new component for you if you've just overwritten the old one.
